Refurbishment Asbestos Survey 
Required prior to any major refurbishment.  The aim is to identify and assess asbestos materials which may become disturbed by refurbishment work.  These surveys must be well planned and sufficient time allowed.

Regulation 5 of the Control of Asbestos Regulations 2012
The aim of a Refurbishment Asbestos Survey is to locate, as far as reasonably practicable, the presence and extent of any suspect asbestos materials which could be damaged or disturbed during refurbishment work, and to assess their condition.
This is a fully intrusive survey targeted at areas that will be affected by the refurbishment work.
The survey will include an assessment of each asbestos material identified, this is known as a Material Assessment.  This is generally given as a score based on the material type, the extent of damage, the surface treatment and the asbestos content.  HSG264 defines how this score is calculated and the maximum (highest risk) score is 12.
Plan the survey and allow plenty of time
It is important that Refurbishment Asbestos Surveys are well planned and plenty of time allowed prior to any work starting.  If asbestos removal is required then time needs to be allowed for this to be planned, and if any notifiable asbestos requires removal then there is usually a 14 day notice period to the HSE.  We recommend that for all refurbishment and demolition work that the asbestos survey is carried out at least one month prior.
We understand that for commercial and operational reasons it is often preferable to shoehorn everything into a tight window in order to minimise disruption, however when it comes to the asbestos survey it is normally possible, with sufficient planning, to carry out the required level of inspection well in advance of the planned works.
